Government Orders Blocking of BitChat App Over Alleged Misuse During CJP Protest

The Ministry of Home Affairs cyber security wing I4C has ordered blocking of BitChat app over alleged misuse during the CJP protest. The Bluetooth-based mesh messaging application, developed by Jack Dorsey and Doris Lima, allows communication without internet or mobile networks and is being investigated for possible misuse in spreading rumours.

The Cyber Security Wing of the Ministry of Home Affairs, Indian Cyber Crime Coordination Centre (I4C), has ordered the blocking of BitChat, a messaging application that allows communication without mobile networks or internet connectivity. The move comes after concerns that the application was allegedly being used to spread rumours during the CJP protest.

I4C has directed GitHub to block access to the application. BitChat has gained attention for its ability to facilitate communication during internet shutdowns, making it a tool used in situations where conventional communication networks are unavailable.

The application was developed by Twitter founder Jack Dorsey and Doris Lima. It operates through a mesh network technology that enables communication without requiring mobile networks or internet services. According to I4C, BitChat functions on a Bluetooth-based mesh network and is specifically designed for use during internet shutdown situations.

The cyber security agency has stated that the application can be used for activities such as spreading rumours, misinformation, unlawful gatherings, organised crime, terrorism-related activities, and other illegal operations. The application works through a mesh network where each device connects directly with nearby devices and forwards messages further across the network.

Unlike traditional communication systems, mesh networks do not depend on mobile towers or internet infrastructure. Since such networks operate through direct device-to-device connections, they do not come under regular communication regulation mechanisms.

Messages through Bluetooth can travel between devices placed within a distance of approximately 10 to 100 metres. Multiple connected devices can expand the communication range by passing messages from one device to another, allowing information to reach a large number of people. Authorities have raised concerns that such technology could enable rapid circulation of rumours and misleading information.

The use of BitChat has reportedly come under scrutiny during the ongoing CJP protest at Jantar Mantar in New Delhi. The government had ordered a mobile internet shutdown in areas surrounding Jantar Mantar to prevent the spread of rumours and maintain control over information circulation.

Meanwhile, a petition challenging the order to suspend mobile internet services around Jantar Mantar has also been filed before the Delhi High Court. At the same time, Delhi Police is examining the possible use of Bluetooth-based messaging applications during the ‘Parliament March’ programme.

The action against BitChat highlights growing concerns among security agencies over communication platforms that function independently of conventional internet and mobile networks, especially during sensitive protests and situations involving public order concerns.
